...Ruth J. Abram, the founder of the Lower East Side Tenement Museum, which has preserved the memory of the immigrant masses that once made the neighborhood one of the most crowded places on earth, attended the news conference announcing the designation, and said in a phone interview afterward that she was thrilled.

“It would be foolish to take an antidevelopment stance here,” she said. “We’re certainly interested in continued development in the area. But there surely should be a segment or segments of our area which are preserved, because we need the reality of the buildings to remind us of the experience lived and worked therein.” ...
